In a letter seen by Reuters, the advisory board highlighted their reservations about the strategies being considered to tackle the budget shortfall. One of the options involves utilizing additional funds from the state bank KfW, while another entails converting grants from Germany’s national rail operator, Deutsche Bahn, and the country’s highway company into loans. However, the advisory board cautioned that these approaches could potentially jeopardize the constitutionally mandated debt brake.

Finance Minister Christian Lindner emphasized the importance of exploring innovative solutions to address the budget shortfall. He acknowledged that the constitutionality of the proposed options is currently being examined to ensure compliance with legal regulations. The aim is to avoid a repeat of the chaos that ensued in November 2023, following a court ruling that created a 60-billion-euro deficit in public finances and disrupted the government’s financing framework.

With the 2025 federal budget already passed by the German cabinet after extensive political negotiations, the focus now shifts to resolving the budget shortfall issue. Negotiations within the German coalition will need to be sustained to find a viable and sustainable solution that aligns with legal requirements and financial stability.
